Narasimhan takes over as Andhra governor

Hyderabad, Dec 28 – Chhattisgarh Governor E.S.L. Narasimhan Monday took additional charge as the governor of Andhra Pradesh following the resignation of N.D. Tiwari.

Chief Justice of Andhra Pradesh High Court A.R. Dave administered the oath of office to Narasimhan at Raj Bhavan, the official residence of the governor.

Chief Minister K. Rosaiah, his cabinet colleagues, leaders of various parties, Chief Secretary Ramakanth Reddy and other top officials attended the simple ceremony.

Narasimhan was given additional charge following Tiwari’s resignation in the wake of an alleged sex scandal. Tiwari resigned Saturday citing health grounds, a day after a Telugu channel showed pictures of a man purported to be Tiwari in compromising position with three women in Raj Bhavan. Tiwari has denied the allegations.

Narasimhan, former director of the Intelligence Bureau, takes charge as the 22nd governor of the state at a time when Andhra Pradesh is embroiled in a violent agitation over separate statehood to the Telangana region.

The central government felt that as a former IPS officer of Andhra Pradesh cadre, his services would be useful in dealing with the agitation.

Narasimhan, 63, retired from the IB in 2006. Hailing from Tamil Nadu, he is a graduate in physics from Madras University. He did his post-graduation in political science and also did law from the same university.

An alumnus of the National Defence College, New Delhi, Narasimhan joined the IPS in 1968 and was allotted the Andhra Pradesh cadre. Though he spent very little time in the state, he knows Telugu and is well versed with the state of affairs.

He also served as the first secretary in the Indian embassy in Moscow from 1981 to 1984.

Police bans students’ march to Hyderabad

Hyderabad, Dec 27 – Hours after students of Osmania University announced their plans to hold a meeting and gave a call for a ‘Chalo Hyderabad’ march Jan 3, police denied permission for the protests while university authorities announced closure of hostels.

Hyderabad Police Commissioner B. Prasada Rao said no permission would be given for ‘vidyarthi grajna’ or ‘students roar’ planned by the students’ Joint Action Committee (JAC) Jan 3 at the Osmania University.

The commissioner asked the students from Hyderabad and other places not to proceed to Osmania University Jan 3, saying there would be prohibitory orders in force.

He also warned that stringent action would be taken against those violating the orders.

The JAC has threatened to lay siege to the city with students from across the region joining the march if the central government failed to make an announcement for initiating the process for formation of Telangana state by Jan 2.

In another late Sunday development, Osmania University Vice Chancellor Tirupati Rao issued an order closing all hostels in the campus till Jan 5.

With this announcement, police may now evict students from the hostels to foil the proposed protest march and meeting.

The JAC leaders have reacted strongly to the developments saying the government would be responsible for its consequences.

The meeting and march could be crucial as a similar call for a march to the assembly Dec 10 coupled with a ‘fast unto death’ by Telangana Rashtra Samiti (TRS) chief K. Chandrasekhara Rao forced the central government to announce that the process for formation of Telangana state would be initiated.

After the protests and mass resignations of legislators from coastal Andhra and Rayalaseema regions, the government made a second statement Dec 23 underlining the need for consultations on the issue.

As the latest statement is seen as u-turn by the central government, the agitation resumed in Telangana, which comprises 10 districts including Hyderabad.

Protests continued in the region for the fifth day Sunday demanding that the central government immediately initiate the process for separate statehood to Telangana.

Telangana all-party group calls for shutdown Wednesday

Hyderabad, Dec 27 – The all-party Joint Action Committee (JAC) of Telangana Sunday decided to intensify agitation for a separate statehood to the region and called for a shutdown Dec 30.

After a six-hour long meeting to chalk out the strategy, the JAC announced that protest rallies would be taken out across the region Dec 28-29 to demand the central government immediately start the process for formation of Telangana state.

The JAC chaired by M. Kodandaram also demanded that the government immediately withdraw cases booked against those participating in the agitation. It called up on government employees and lawyers in the region to boycott their duties till the cases were withdrawn.

It also called upon the government to withdraw additional police and paramilitary forces deployed in the region.

The JAC also decided that Assembly Speaker Kirankumar Reddy would be urged to accept the resignations of the legislators.

About 70 out of 119 legislators from the region have submitted their resignation demanding separate Telangana.

This was the first meeting of JAC attended by leaders of all major parties including ruling Congress, opposition Telugu Desam Party (TDP) and the Telangana Rashtra Samiti (TRS).

TDP leader N. Janardhan Reddy told reporters that they have joined JAC to achieve the goal of separate state.

N.D. Tiwari makes quiet exit

Hyderabad, Dec 27 – A day after resigning as Andhra Pradesh governor in the wake of a sex scandal he was allegedly involved in, N.D. Tiwari quietly left Hyderabad Sunday.

Chief Minister K. Rosaiah and Chief Secretary Ramakanth Reddy drove to Raj Bhavan to call on Tiwari before he left for New Delhi.

Sources in Raj Bhavan said there was no formal farewell usually given to an outgoing governor. The media was also not invited for the customary meet the chief minister had with Tiwari.

The 86-year-old leader had resigned Saturday citing health reasons. The resignation came a day after a Telugu television channel showed pictures of a man purported to be Tiwari in a compromising position with three women.

Though Raj Bhavan got a stay order from the High Court on the telecast of the pictures and it claimed that the pictures were fabricated, the allegations embarrassed the Congress party at the centre and pressure mounted on Tiwari to quit.

The former chief minister of Uttar Pradesh and Uttarakhand was appointed governor in August 2007.

Meanwhile, Chhattisgarh Governor E.S.L. Narasimhan will take additional charge of Andhra Pradesh Monday.

Chief Justice of Andhra Pradesh High Court A.R. Dave will administer the oath to Narasimhan at Raj Bhavan.

Pro-Telangana activists attack producer’s office

Hyderabad, Dec 27 – Pro-Telangana activists Sunday attacked the office of Geeta Arts, a production firm owned by well-known film producer Allu Arvind, who is also the general secretary of K. Chiranjeevi’s Praja Rajyam Party (PRP).

Raising slogans of ‘Jai Telangana’, a group of protesters attacked the office at the posh Jubilee Hills and hoisted a banner of ‘Telangana Youth Joint Action Committee’ on it.

Police reached the scene and arrested the protesters.

The latest attack has heightened security concerns in the film industry, dominated by coastal Andhra region. Police said the protesters had come from Mahabubnagar district.

A furious Allu Arvind, brother-in-law of actor-turned politician Chiranjeevi, said it was the responsibility of all political parties to ensure that the Telangana agitation does not spark a war with people of other regions settled in Hyderabad.

Allu Arvind is also the general secretary of PRP floated by Chiranjeevi. The actor’s u-turn on the Telangana issue has angered pro-Telangana groups.

Pro-Telangana activists have not only stopped screening of films of Ram Charan Teja, son of Chiranjeevi, and Allu Arjun, son of Allu Arvind, but also attacked their film shootings.

Telangana students for ‘Chalo Hyderabad’ march Jan 3

Hyderabad, Dec 27 – Protests continued in Andhra Pradesh’s Telangana region for the fifth day Sunday demanding that the central government immediately initiate the process for separate statehood to Telangana while students of Osmania University here called for a ‘Chalo Hyderabad’ march Jan 3.

The Joint Action Committee (JAC) of Osmania University students Sunday set an ultimatum for the government to make an announcement on initiating the process by Jan 2. It called for ‘Chalo Hyderabad’ where students from other parts of the region will march to Hyderabad.

The JAC leaders told reporters that a massive meeting titled ‘vidyarthi grajna’ or ‘students roar’ would be held Jan 3 at Osmania University, the nerve centre of the Telangana agitation. They said a rally would also be taken out after the meeting.

The meeting and rally could be crucial as a similar call for a march to the assembly Dec 10 coupled with a ‘fast unto death’ by Telangana Rashtra Samiti (TRS) chief K.

Meanwhile, Congress leader and former union minister G. Venkatswamy visited the Osmania University campus to express solidarity with students who are on an indefinite hunger strike.

He said the Congress alone was capable of delivering a Telangana state.

The hunger strike by the university students entered the fourth day Sunday. Tension prevailed at the campus late Saturday as police shifted a student to hospital after his condition deteriorated.

Some students tried to resist the police.

Rallies, demonstrations and road blockades with sporadic incidents of violence continued in the region as the all-party Joint Action Committee (JAC) held a key meeting here to decide the future course of action.

The JAC will consider a proposal by TRS to call an indefinite shutdown from Tuesday if the government failed to announce that it was initiating the process for formation of Telangana by Monday.
